to install its own remote sensing ground station for scientific research.

The Tropical Center for Space and Earth
Studies (TCESS) of the University of Puerto Rico at Mayagüez
(UPRM) is an enhancement of the Laboratory for Applied Remote Sensing and
Image Processing (LARSIP). TCESS is funded by NASA's University Research
Centers (URC) Program, and LARSIP was first funded for five years by NSF
in 1988 and then again in 1993.
