Overall, the current state of telecommunications infrastructure and the main factors for its continued development--mainly education in IT, capital availability, government & business involvement--are present and exceed those of comparative countries in the region. The extent to which these factors exist varies and the programs being promoted by the government do not feel as though they are a coherent, well-thought plan, but rather many small projects. In the long-run, this will likely pose problems because either a) the educated workforce will exist but the technology will not be at par or b) the technology will exist, but the skills to use it will be lacking. Companies interested in starting operations in the Caribbean and other parts of South America should consider Puerto Rico because of its stable political climate, its ability to serve as a connection between the United States and Latin America, and because of its available IT and general infrastructures.
