Clearly censorship exists in Ukraine. But rather than shouting censorship at the citizens, the government uses intimidation as a subtle tactic, often positioning it as part of "legitimate" government policy. Recently, Ukraine Security and Defense Council called for the state to license and regulate news websites based in the country. He said the regulation had become necessary because Ukrainian Internet news publications frequently portray the country and its government in an excessively negative light, which he says is threatening national security. The Council plans to introduce licensing for Internet news providers, making them more accountable to the nation’s legal system.
Newspapers and broadcasters are already subject to state registration. While registration lets the government know who is behind the publication for legal and tax purposes, it is also perceived as a form of intimidation. News publishers also fear that the new rules will be used to shut down sites
not favored by the government.Many of Ukraine’s print and broadcast media are owned or controlled by a handful of powerful business and political interests. Those media outlets that aren’t controlled by someone with a political agenda find that they are often pressured by local government authorities.27
