Department Responsibilities
 


The vice presidents and provost of the university are responsible for their subordinate departments as noted in the body of the plan and for departmental development of the various sections of the plan outlining emergency management procedures.

Directors and Department Heads are responsible for establishing specific plans, procedures, and checklists detailing specific responsibilities during disaster and recovery operations. They are further responsible for:

> Directing and controlling emergency operations of their respective departments and implementing emergency orders and decisions from the Emergency Response Team;
> Devising a plan for notifying employees how and where to report to work and identifying possible alternative work sites;
> Maintaining a current roster of key personnel for call-back purposes;
> Establishing procedures to review, update, and improve the departmental plans, procedures and checklists; and
> Developing building evacuation procedures.

The Office of Risk Management and Safety Services is responsible for processing all claims for losses involving university property. Claims for destroyed or damaged university equipment will be coordinated with the university insurance agent and insurance carrier. The Office of Risk Management and Safety Services is also available to assist departments with emergency plan development.

Housing and Dining Services is responsible for providing food, water, and eating facilities as needed for emergency personnel during the preparation and/or recovery phases of a disaster. A plan should be in place in the event that crisis strikes. Their tasks will include:

> Determining possible needs and preparing plans for provision of food;
> Obtaining and providing bulk, nonperishable food items as necessary; and
> Providing sack lunches for resident students and personnel in the event of evacuation.

Additionally, Housing and Dining Services is responsible for providing temporary relocation facilities for displaced residents and maintaining records as to the evacuation location of students. Their tasks may include:

> Determining in the fall of each year, students' tentative plans as to their destination in the event of a campus evacuation, and recording their final plans as they leave campus, insofar as is possible;
> Assisting students in their plans for evacuation destination and shelter in the event this becomes necessary;
> Assisting in the preparation and move of students to evacuation destination, if necessary; and
> Coordinating with Facilities Management for transportation.

General Counsel is responsible for advising the president and the executive officers about legal aspects of emergency planning and operations.

The First Aid Team is responsible for coordinating with appropriate District agencies for the care of mass casualties, if necessary, and the maintenance of medical records during a disaster. The university will partner with Sibley Hospital in the event of an emergency involving injuries or death. The EAS first aid team will ensure that injured parties are comfortable while waiting for professional medical care.

Human Resources is responsible for defining and administering a faculty and staff assistance plan for marshaling resources to deal with psychological trauma in the event of a disaster. In addition, they will recommend policy for:

> Back-up timekeeping; and
> Pay policies in the event of a disaster.

Facilities Management is responsible for preparing the campus buildings and grounds prior to a disaster. Facilities Management is responsible for:

> Providing vehicles necessary for transporting personnel and materials required to meet disaster relief needs of the university and for coordinating the use of all transportation resources (excepting emergency vehicles) made available to the university from external resources;
> Providing emergency fuel and vehicle repairs in the event of a disaster;
> Logistically supporting other departments to the maximum extent possible;
> Removing debris and obstacles from transportation routes, repairing and restoring utilities, including potable water and sanitary sewer; and
> As soon as possible after a disaster, assigning engineers to determine the extent of damages for insurance purposes in coordination with the executive director, contract and risk management.

Media Relations is responsible for developing a crisis communication plan with the President’s Chief-of-Staff, and coordinating the dissemination of public information concerning a disaster. Additional tasks are:

> Selecting a single contact to interface with the media on a periodic basis before, during and after the disaster;
> Establishing a media staging area remote from the disaster area for briefings; and
> Prearranging with radio and television stations for notification of campus personnel regarding closure, cancellation of classes, recall of personnel, etc.

Public Safety is responsible for coordinating the activities of university safety personnel. In addition, public safety is responsible for:

> Receiving requests for emergency services;
> Notifying necessary members of the Emergency Response Team and advising them of the nature of the emergency;
> Dispatching and coordinating fire, emergency medical, and police resources, as requested and made available to the university;
> Coordinating with communication services to maintain radio and telecommunications with outside federal, state, and local agencies, as needed and to handle incoming requests for information;
> Acting as the liaison between emergency services and other expert services that may be necessary during the pre-disaster or disaster phase to assure the most efficient operation of personnel and material resources;
> Requesting other university areas, as necessary, to respond to their predetermined disaster staging area;
> Traffic control or routing during evacuation;
> Maintaining law and order throughout the campus;
> Responding to hazardous materials incidents and notifying the Central Boiler Plant;
> Establishing a location and system for issuing security passes to authorized parties; and
> Establishing and maintaining a current listing of transportation companies which can provide busses on request for transport of university property.

Purchasing is responsible for the emergency requisitioning, procuring, and issuing of specialized equipment and supplies as may be needed. Its tasks during an emergency may include:

> Procuring busses and other material and services upon request, and coordinating the movement of material.

Office of Campus Life is responsible for the well-being of students and reassurance to families of students in the event of a disaster. Responsibilities may include:

> Informing parents about the university's plans for dealing with the existing crisis, and advising them of the likelihood of reaching their children by phone in the events a severe storm or other disaster situation strikes the area; and

> Advising students that the University does not carry insurance on personal property that might be damaged or destroyed in a disaster situation.
