About the Author
Cecilia Stoute is a second year MBA candidate, pursuing a concentration in Management of Global Information Technology at American University's Kogod School of Business, in Washington, DC. She holds an M.A. in International Affairs, with a concentration in Comparative and Regional Studies (CRS), specializing in Latin America from the School of International Service at the American University. Cecilia was born, and raised in Panamá City, Republic of Panamá. Recent changes in the ICT sectors in Panamá, and an increased government interest in electronic initiatives motivated the author to choose Panamá as the topic for this project.
