IT Geographics: IT Clusters and Technology Parks as Incubators of Innovation

The Peruvian government has delegated the National Council of Science and Technology (CONCYTEC) the promotion of incubators of innovation and parks of technology.  Due to the fact that economic resources are scarce in Peru, both incubators of innovation and parks of technology are currently theory or small-scale projects ran by private organizations only, without a specific stress on IT and telecommunications.

The National Council of Science and Technology defines incubators of innovation as organizations that support the setup and first stages of new enterprises.  These enterprises must have a competitive factor on knowledge (technology based) [53].

CONCYTEC recognizes the incubators of innovation as strategies to reach regional development, which can operate in or out of a technology park.  Also, CONCYTEC says that while technology parks attract multinational high-tech corporations, incubators search for innovation [54].

Although the concept of incubators of innovation and technology parks seems to be beneficial for Peru, the government has not spent enough money on it.  Moreover, CONCYTEC says that initial subsidy by the government is required [55].

However, a private organization such as Pontifical Catholic University of Peru (PUCP), through its Innovation and Development Center, is actively promoting the incubation of enterprises which might eventually shift onto a special stress on IT and technology [56].
