E-Government
A large part of Chile's Digital Agenda is to increase the government's use of ICT to increase its efficiency as well as encourage both public and private sector institutions as well as individuals to rely on the these technologies for accomplishing tasks through electronic means. The government has put forth several initiatives such as Tramite Facil and ChileCompra.
Tramite Facil is a public sector portal that allows various government agencies to offer their information or services online to the general public. Numerous functions can be carried out on the site from the acquisition of documents such as birth or marriage certificates or the payment of taxes to the registry of patents. The key in some ways is to make the use of technology an integral and necessary part of daily life. This was also the concept behind the public-private initiative, ChileCompra. This is an e-procurement site where the bidding process for contracts is handled and where purchasing takes place. In 2002, ChileCompra handled US $800 million in transactions [6]. Additionally, the government passed invoice and digital signature legislation in 2002 that is expected to be widely adopted by businesses.
Chile 's Internal Revenue Service was among the first public agencies to recognize the value that the Internet could provide to its customers and to encourage its adoption as a channel to deliver services. It put into place a system for filing tax returns and paying taxes online. In 2004, more than 1.6 million tax returns were filed through the Internet. This was equal to 83% of all tax returns filed that year [2]. |
