The Kuwaiti Government is extremely active in the regulation and administration of its policies. With much guidance from the appointed Parliament, the Minister and Ministerial Staff are responsible to uphold and administer the general by-laws and policies and apply them as per intentions and direction of the Parliamentary Body.
Most governments stipulate key involvement and roles in ICT policies around the world. With the particular focus of the country assigned, The State of Kuwait has had a mixture of different issues that sets it apart. Its select population’s inquisitiveness clashing with 3rd world procrastinations has shown a tug of war with the need to reform policies of forward thinking with traditional more look and see attitudes. Fortunately, there has been recent “movement” in this regard as Kuwait’s exposure to US technologies stemming from the military presence post Iraq War has awakened the mood and caused key Ministry of Communications and Planning officials to get the wheel rotating on presenting Kuwait in a much more dynamic and progressive way.
There is limited information unfortunately in this regard as Kuwait has only recently setup committees for the planning and study of such policy initiations, therefore please excuse information limits to commentary at this time.
Primarily, Kuwait enjoys being one of the most advanced states in the Gulf. Its people are notorious for clever and ruthless business practices and habits. This fact alone only bolters the authorities to act soon on establishing policies as the private sector otherwise moving with entrepreneurial motives and acclimating the market and population to a diverse non-regulated myriad of options, configurations and business projects.
While the domineering private sector is often held back by the internal political flavor, IT has nonetheless boomed throughout the 90s. With the radical views of a loud few in mind, the government has had to step up its role in moderating the internet policies of the country and regulating all activities to be compliant with inoffensive respect for Islamic guides.
It is definitely well-received that the committees in question can finally expedite their work before IT leading activities set inconsistent precedence.
