Progress and a Promising Future Ahead

Portugal has seriously undertaken efforts to remedy its structural weaknesses in education and to develop technical competencies, which will enable it to remain competitive in the global market. (Refer to R&D Expenditure chart below.*) The Country is in the process of establishing a network of research and development facilities and educational institutions, both public and private, to support the needs of local companies and foreign investors alike.

Major Initiatives

The Systems and Computer Engineering Institute (INESC)9

INESC is a private, non-profit R&D facility focusing on computer and information technology, telecommunications, electronic systems and integrated industrial production and management systems. INESC employs about 1,200 people organized into 57 R&D groups and 14 technology transfer centers. It combines both corporate and university resources and may be considered key to providing high-level training in both the educational and vocational spheres.

The Electronics Research and Development Company (EID)

EID also conducts R&D in telecommunications, as well as in radio transmissions, remote control systems and optoelectronics.

The National Institute for Engineering and Industrial Technology (INETI) & The Institute of Welding and Quality (ISQ)

A variety of university laboratories and research centers focus on engineering and industrial technologies, supported by the Portuguese government and in cooperation with specific EU research programs. For example, INETI trains Portuguese students in electronics, fiber optics, biotechnology, and environmental and energy technologies. In addition, a private network of Technology Research Centers operates in the areas of automation and robotics, microelectronics, materials science, energy-related technologies, industrial engineering and telecommunications. The Institute of Welding and Quality (ISQ), located at Tagus Park is a scientific and technical association which researches applications in new industrial production and automation technologies, energy and environmental safety, and quality management.

The MOSAIC Initiative

MOSAIC aims to promote the multimedia industry in Portugal and has two research and development projects in this field: the School of Arts and Technology in the island of Madeira, and the LabMedia.pt partnership with the Center for Research of Interactive Technologies of the New University of Lisbon (CITI) and the Multimedia Center of INESC.
 
CET/Portugal Telecom 10

Centro de Estudos de Telecomunicações (CET), currently located in Aveiro, is the research and development arm of Portugal Telecom. Since 1950, CET has been helping Portugal Telecom help businesses by developing solutions to communication problems through new technologies and services. CET research has helped Portugal Telecom make the dramatic shift to digital switching technology. In addition, CET is studying  applications in a number of areas, including Integrated Services Digital Networks (ISDN), Telecommunications Management  Networks, cable TV and software engineering. Through a unique program called Research In Action (RIA), CET is researching, testing and applying technologies in advanced telecommunications services and experimental broadband networks. Under this program, R&D is being conducted in satellite, mobile and wireless communications;
multimedia; and high-speed "intelligent" networks.
