This section reviews ICT usage
within the country in three different levels. ICT usage on
individual level, business usage of ICT and ICT in government sector
will be reviewed in e-government section.
According to the survey done in 2001 by National
Computer Board in
Mauritius 83.3% of
business surveyed owned a Computer. These businesses employed 10 or
more employees and were established before 1990. In the survey 37.3%
of establishment owned up to 3 servers and 24.3% owned up to 3 PC.
Twenty percentage businesses owned 20 or more PC's. 43% of business
in survey has LAN and 12.7 has WAN whereas 90% have access to
internet. There are about 11.5 PC per 100 inhabitants. [1]
According to the 2001 survey
72.7% of public administration use internet and 63.2% use internet
in education and training sector. Electronic Transaction site use is
about 17% and 21.3% have established website and only 1/3 of those
companies host their own sites. Companies are promoting their
e-commerce for purpose of trading. For example, 25.8% use internet
to get in contact with Suppliers and 8% purchase good online and
only 3.6% sell products online.
Mauritius Government has long
recognized importance of ICT and has established five agencies in
late 80's. Collaborative effort over the years by these agencies
have created ICT infrastructure for business today. One of the
project initiative started in late 80's was to computerize
ministries and government departments. The total cost for the
project over 12 years is $22 million and is estimated to grow
another $5 million over next two years.
With 43,000 computers in
government sector in 2003 about 2600 government official owned an
email account and about 40% of government workers were trained on
office automation application.
Majority of the government agency
and departments have the website providing information and
downloads. With about 90% department agencies own and operated multi
user departmental system. For example, Client-Server application to
process transaction internally rather then using Ledger books and
other means of manual work.
Mauritius accounts for 95% of
total internet user uses dial up and about 4% uses DSL lines in
2002. Moreover Government has plans to become an information society
and targets to gets ADSL to at least 10% of land lines by 2005.
Furthermore government wants to become a Cyber island thus top-level
commitment by funding ICT initiative and building the economy. For example, construction of
Cyber
City,
Cyber
Tower completed in 2004 and
Business Parks development.
In addition to the growth in ownership PC and internet
usage there is potential to Internet Café and other facilities
providing internet connection. There are about 30 Internet Café in
Mauritius and government
also has plans to add internet service at all 100 location of the
post office to increase the availability of internet within the
country for people who cannot afford to own a
PC.
