The two obvious starting points--history and geography--offer only a few clues. The culture and structure of the organization also play an important role. An essential ingredient is the presence of entrepreneurship and a culture that provides attractive opportunities.

Many international players want to be close to the new emerging markets of the countries of the former Soviet Union. The strategic location of Iran (accessability to the Persian Gulf ports, Caspian sea, and Silk Road) as well as its educated yet low cost labor force provides a competitive edge.

The business environment in Iran provides opportunities for the emerging class of skilled entrepreneur and the seasonal investors. Due to the transitional and evolving political and economic situation in Iran, I believe an entrepreneur with combination of some of the following business characteristic and idealism will succeed in Iran.

Patience
Risk-seeker
Collaboration
Enthusiastic toward change
Development of conscience
Reinvestment in the community

In this market, shortage of initial capital investment is not an impediment. Rather bringing together a competent work force to offer softwares that can be used in domestic markets, to render maintenance service for hundreds of thousands of computers that are used in state and private enterprises, and to encourage more extensive use of personal computers (PCs) by the people.

Software imports are becoming more difficult, computer firms are looking for new markets which can in themselves be more profitable than selling computers that can be imported by any merchant or investor.

Stagnation in the market for computer utilities and facilities have given rise to the discovery of new capacities and capabilities in the prospering software market which had not previously attracted much attention. For example, packaging and design of the software boxes.
