Countries like Taiwan and South Korea had also been like India. They had rampant piracy until they had become richer and in turn developed their own local software firms.(27)
The problem's that India faces are involved with copyright law are several fold. They have not educated the population or the police force in how to handle matters of this nature. Many believe that they have a right to all of the content because they obtained it freely. The police force does not know how to handle cases of copyright infringement. They may not even know how to identify it. This leads to an inability to enforce the laws that they do have in place. They have not put much effort into recording the cases that have turned up and therefore have no proper methods of tracking the amount of actual piracy. (28)
The total value of pirated work in 96-97 was 20% of the legal market. This compared to Russia and China in 96 who both were in the 90%'s. India was in the 60%'s respective to different types of media pirated.(28)

There hasn't been any form of censorship in India for quite some time now. They have advanced some in that regard and the public asks for more transparency to help curb corruption in the government. Privacy rights have also been left alone and protected for the most part. The rampant corruption allows for privacy to be surpassed at times. It follows suit that piracy is so prevelant with the amount of corruption in the country.
