Mullins Articles Two of Three Most Cited in Public Budgeting & Finance

Public Budgeting & Finance, the leading journal in its field, recently completed a review of the impact of all articles published since its inception in 1981. Two of the top three most-cited articles were written by Dan Mullins, associate professor of public administration and policy, and both have been cited over a hundred times each.

The articles are "Tax and Expenditure Limitations and State and Local Fiscal Structure: An Empirical Assessment," co-authored in 1996 with Philip Joyce of the University of Maryland, and "Tax and Expenditure Limitations: Introduction and Overview," co-authored in 2004 with the late Bruce Wallin of Northeastern University.
