This training will address the related problems of staff safety / security and the protection of the populations affected in complex emergencies. Typically, these two issues are treated as if they were completely separate. This training will enhance the ability of participants to perform their role safely and effectively in the field while contributing to the overall relief effort. The course will also ensure that the participants understand the conflict sensitive aspects of relief and development as well as the relief and rehabilitation phases of crises.
It will include the following dimensions:
- Exit strategies and contingency plans for expat staff in conflict zones
- How the design of aid projects conditions the risk from robbery, grievance, attacks and threats
- Aid agency policies and practices for local-hire aid staff in high-risk settings
- Practical protection strategies and tactics, including accompaniment for IDPs
- Best practice in UNHCR and ICRC operations among refugees and war-affected populations
