The Roger W. Jones Award for Executive Leadership

To recognize exceptional leadership among persons who have devoted themselves to a life of public service, American University's School of Public Affairs annually grants the Roger W. Jones Award to two federal career executives who have demonstrated the values promoted by Roger W. Jones. More than 60 distinguished executives have been recognized with this award since the university initiated it 32 years ago. Past Winners

The award honors the contributions of the many career executives who carry out the work of government and improve the quality of life among the public at large. It recognizes the challenges imposed upon career executives who balance the necessities of leadership and active pursuit of government goals with respect for the rule of law. It expresses appreciation to the persons who demonstrate and maintain the values of public service.  Nomination Procedure

The 2009 Roger W. Jones Award Recipients:

Gene Dodaro

Gene L. Dodaro

Acting Comptroller General of the United States, U.S. Government Accountability Office

Gene Dodaro directs the agency known as the “congressional watchdog.” Under his leadership, the U.S. Government Accountability Office (GAO) has assumed new responsibilities to help the nation respond to recent economic challenges. At the same time, the agency made some 1,400 improvements to government programs in FY2008, creating an estimated $58 billion in financial benefits. In 2000, Dodaro played a key role in the reorganization of the GAO, resulting in a more effective organizational structure.

He has testified before Congress dozens of times on issues ranging from tracking stimulus spending to involvement in Iraq and Pakistan.

Dodaro helped to create a variety of mentoring and leadership programs. These and other initiatives contributed to the GAO’s being named one of the best places to work in the federal government in 2009.

Linda Stiff

Linda E. Stiff

Deputy Commissioner for Services and Enforcement, Internal Revenue Service

Linda E. Stiff played a key role in ensuring distribution of payments issued under the Economic Stimulus Payment legislation. Her team organized “Super Saturday,” collaborating with 365 IRS partners to organize more than 600 events nationwide to help low-income and other targeted taxpayers.

She has been instrumental in improving data protection, including encrypting more than 52,000 agency computers. Her efforts to initiate strategies to increase enforcement have seen unprecedented results, including numbers of delinquent accounts resolved, tax evaders caught, and fraud detected.

Stiff’s leadership in spearheading the Workplace of Tomorrow task force to address the 2010 retirement of half of the IRS’s senior managers has resulted in improved human resource operations and agency-wide training programs.

This year's keynote speaker, John Berry, was nominated by President Barack Obama on March 4, 2009, to serve as the administration’s chief advisor on human resources issues for the nation’s 1.9 million federal employees. Among his primary responsibilities, he is tasked with improving federal recruitment strategies and expediting the hiring process for individuals who wish to serve America through civil service.
