Joseph Trotter, an attorney, is a retired Research Professor on the faculty of American University's School of Public Affairs, and served as the Director of the Justice Programs Office from 1989-2012. He received a BS in International Relations from the Georgetown University School of Foreign Service and his Juris Doctor degree from the Washington College of Law at American University. Mr. Trotter's professional activity has concentrated on the area of change management in the criminal justice system, and within that field, he specializes in the inter-agency and community relations of courts.
