Key Executive Leadership Programs

Customized Programs

The Key Executive Leadership Programs can be tailored to meet the training needs of government agencies. The following list details how five agencies have used custom Key programs to improve leadership skills in their managers.

United States Department of Agriculture

Currently the United States Department of Agriculture (USDA) is using the Key Executive Leadership Certificate Program, Leadership for Public Policy Implementation, to satisfy OPM’s minimum of 80 hours of leadership development that includes a focus on OPM’s ECQs.

The 77 person USDA CDP program is divided into three cohorts to facilitate small group learning. The students will be challenged to learn, teach, and apply what they are learning as they participate in the program.

To support their learning and changing each participant receives two 360-degree evaluations and six executive coaching sessions.

Department of Homeland Security (DHS) Key Executive Leadership Certificate Program

The DHS Key Executive Leadership Certificate Program is scheduled to start in late 2010. This program will consist of two cohorts of approximately 20 students each. These cohorts will learn together over 15 months, meeting for week-long classes every six weeks.

Office of Inspector Generals (OIG) New Leadership Development Program

The Leadership Development Program is offered in two separate elements:

  • New Leaders (GS-13 or GS-14 who have not had formal leadership development opportunities) and
  • Experienced Leaders (long time GS-14 or GS-15 leaders who may or may not have had formal leadership development opportunities)

Each element is scheduled for two weeks with a break between the first and second week to enable participants to apply what they have learned and then reconvene to discuss their experiences.

Fairfax, Virginia Police Department

The Fairfax, Virginia Police Department is participating in a specially created leadership development program for current Command Staff Officers who wish to increase their leadership capacity.

The program combines substantive courses in public administration (e.g. Program Management, Budget and Procurement, Human Resources) with courses that focus on policing (e.g. Crime and Policy Analysis, Risk Assessment, Strategic Planning, and Risk Management). Each substantive course contains the added value of challenging students to develop the leadership skills necessary to implement the changes they learn in the classes focusing on substance.

Afghanistan President Karzai’s Security Detail

The leaders of President Karzai’s Security Detail participated in a specially created leadership development program to increase their leadership capacity.

The leaders requested the leadership development as they transition from being supported by the Department of State to a fully independent security detail.
