Program Description

The Voluntary Retirement Incentive Window Program (VRIWP) for Washington College of Law (WCL) Tenured Faculty is being offered to help make retirement feasible for WCL tenured faculty who have met certain age and service levels. This program consists of retirement incentive options and serves the interests of the university by providing an opportunity for the Washington College of Law to respond to changes in its programs and staffing needs and create more options for institutional development.

Window Program Availability

This is a voluntary one-time window program. During the period of August 27, 2018 through December 12, 2018, WCL tenured faculty who meet certain age and service levels may enter into a legally binding VRIWP agreement. The Voluntary Retirement Incentive Window Program for Washington College of Law will be offered one time. There is no commitment to offer future window incentive programs. Retirement elections that occur after December 12, 2018, will be covered under the long-standing Faculty Retirement Incentive Program (1986) currently in force.

Program Eligibility

Tenured members of the WCL faculty are eligible for this program if they meet one of the following minimum age and length of service combinations as of August 31, 2018. There is no maximum age for this program. Periods of leave without pay are excluded from the service calculations:

  • At least 60 years of age with at least 10 years of service; or
  • No minimum age but at least 20 years of service, and age plus service equals at least 80.

Eligible tenured faculty will be mailed a personalized letter to their home on August 27, 2018 confirming their eligibility and providing information needed to participate.

The Voluntary Retirement Incentive Window Program for Washington College of Law Tenured Faculty is being offered to help make retirement feasible for tenured faculty who have met certain age and service levels. These programs are common practice in higher education and honor the service made by faculty while providing opportunities for new programs, research, and institutional development.

The Voluntary Retirement Incentive Window Program for Washington College of Law Tenured Faculty is available only to WCL tenured faculty members who meet certain eligibility requirements. Tenured members of the faculty are eligible for this program if they meet one of the following minimum age and length of service combinations as of August 31, 2018. There is no maximum age for this program. Periods of leave without pay are excluded from the service calculations:

  • 60 years of age with 10 years of service; or
  • No minimum age but at least 20 years of service, and age plus service equals at least 80.

If you choose not to participate in this program, no action is required. However, this is a voluntary one-time window program. During the period August 27, 2018 through December 12, 2018, eligible WCL faculty members may accept this offer by executing a legally binding VRIWP Agreement. The Voluntary Retirement Incentive Window Program for Washington College of Law Tenured Faculty will be offered one time. There is no commitment to offer future window incentive programs. Retirement elections that occur after December 12, 2018, will be covered by the long-standing Faculty Retirement Incentive Program (1986).

Eligible WCL tenured faculty may elect one of the voluntary retirement incentives listed below:

  1. Lump Sum: Retire at the conclusion of AY 2018-2019, or August 31, 2019 and receive a lump sum payment to be paid within 30 days following the date of retirement.

OR

  1. Two-Year Phased: Reduce effort to 50% during AY 2019-2020 and AY 2020-2021, and retire at the conclusion of AY 2020-2021, or August 31, 2021.

Only those who are eligible can accept the offer, but within that group there is no limit on the number of people who can accept.

Participation is a multi-step process as outlined below. Please note that the Agreement becomes legally binding at Step 3, not before. Signing a Voluntary Retirement Election form and receiving a personalized Voluntary Retirement Incentive Window Program Agreement for review does not obligate WCL faculty to elect the VRIWP, but provides additional time for review and planning. 

Step 1: Due Monday, October 15, 2018
Sign the non-binding Voluntary Retirement Election form and submit it to the Acting Dean of Academic Affairs and Senior Vice Provost, Lisa Leff. The non-binding election must be submitted by close of business (5:00 pm EDT) on Monday, October 15, 2018.

Step 2: Available Seven (7) Calendar Days Following Step 1
Those who submit the Voluntary Retirement Election form must obtain a personalized VRIWP Agreement from the Acting Dean of Academic Affairs and Senior Vice Provost. The Agreement will be available for pick up no later than seven (7) calendar days following completion of Step 1. Interested WCL faculty are encouraged to review the Agreement, obtain additional information from the Human Resources Benefits Team regarding benefits continuation, and consult with advisors, such as legal counsel or a financial planner.

Step 3: Due Wednesday, December 12, 2018
To participate in the Voluntary Retirement Incentive Window Program for Washington College of Law Tenured Faculty, the original signed personalized VRIWP Agreement, which is legally binding, must be submitted by close of business (5:00 pm EST) on Wednesday, December 12, 2018. No Agreements will be accepted after this deadline. Original agreements, not photocopies, must be hand-delivered (not sent through interoffice mail and not sent as an email attachment) to the Acting Dean of Academic Affairs and Senior Vice Provost, Lisa Leff, located in Leonard Lower Level. This Agreement is irrevocable after seven (7) days from the date it is signed and submitted.

You may, in future academic years, at the request of your academic department and depending upon the needs of the university, be employed by the university.

Eligible faculty members who attain the rank of Emeriti Faculty upon their retirement may be eligible to teach as emeriti faculty. Emeriti faculty members who teach for the university after retirement shall be accorded the title of Emeritus- or Emerita-in-Residence.

There is no commitment to offer future window incentive programs. Retirement elections that occur after December 12, 2018, will be covered under the long-standing Faculty Retirement Incentive Program (1986).

Like the long-standing Faculty Retirement Incentive Program (1986), this program is only available to tenured faculty who meet certain age and service requirements.

During the phased VRIWP option, medical plan contributions, life insurance, retirement and disability benefits will reflect the faculty member’s salary level of the phased year, unless he or she voluntarily elects to decrease the retirement contributions. The Summary of Benefit Continuation Options will take effect at the end of the phased service period. The program description indicates that base salary shall not include university paid retirement plan contributions or the cost of any other employee benefit package. This means that the value of the retirement match and the cost of the fringe benefit package will not be added to a faculty member’s base compensation for purposes of calculating the incentive payment.

Yes. The lump sum payment will be made within 30 days of your retirement date, generally September 30, 2019.
