Bio
David Cooper is a Senior Research Fellow at the National Defense University, specializing in nonproliferation, arms control, and homeland security. He previously spent nearly two decades as a career official in the Office of the Secretary Defense, where he served as Director of Strategic Arms Control Policy, Director of Nonproliferation Policy, and Principal Director for Homeland Security Integration.
