Bio
Professor Kelly was recently promoted to a Senior Social Science Research Analyst position at the Office of Planning, Research, and Evaluation, Administration for Children and Families, U.S. Department of Health and Human Services, Washington, D.C. He was previously a Presidential Management Fellow at the U.S. Office of Personnel Management. He has taught several classes at Columbia University and New York University including Child and Family Policy and Social Welfare Policies and Programs. He received a teaching award from New York University. He has an MPA from Syracuse University and is completing his PhD in Social Work with a concentration in Social Policy Analysis from Columbia University.
