Bio: Zachary Bauer is a PhD candidate and the Charles Levine Doctoral Research Fellow in the Department of Public Administration and Policy at American University. His research specializes in collaborative governance, contracting, and immigration policy. In addition to graduate studies, Zachary works for the Department of Homeland Security and has spent time working in local government.
