David H. Rosenbloom, Distinguished Professor of Public Administration at the School of Public Affairs, will receive the 2012 Leslie Whittington Award for Excellence in Teaching presented by the National Association of Schools of Public Affairs and Administration (NASPAA). The award honors those who make outstanding contributions to public service education through excelling in teaching over a sustained period of time.

Rosenbloom is a leading scholar in constitutional-administrative law, administrative theory, history, reform, and personnel management. A major contributor to the field and a fellow in the National Academy of Public Administration, his numerous awards include the Gaus Award for exemplary scholarship in political science and public administration, Waldo Award for outstanding contributions to the literature and leadership of public administration, Levine Award for excellence in public administration, and the Brownlow Award. Rosenbloom has coedited the Policy Studies Journal and is now on the editorial boards of about 20 academic journals. An author or editor of over 300 scholarly publications, he frequently guest lectures at universities in the U.S. and abroad. Rosenbloom has held appointments at the following universities: Kansas, Tel Aviv, Vermont, Syracuse, City University of Hong Kong, Hebrew University, and Renmin University of China. His public service includes work on the Clinton-Gore Presidential Transition Team for the Office of Personnel Management in 1992.

Rosenbloom’s Public Administration: Understanding Management, Politics, and Law in the Public Sector (fourth ed., 1998) is listed as fifth most influential book in public administration published from 1990-2010 by David Kasdan in "'Great Books' of Public Administration, 1990-2010: Revisiting Sherwood's Survey in the Wake of Reinventing Government," Administration & Society 44 (2012).

The Whittington Award is named in honor of the 2000 recipient, Leslie A. Whittington, who perished in Flight 77 at the Pentagon on September 11, 2001. The award will be presented to Rosenbloom and Dylan Conger of George Washington University on October 18, 2012, at NASPAA’s annual conference in Austin.

Rosenbloom joins department colleague Robert Durant in this honor; Durant received the prestigious award in 2007.
