James L. Devall has engaged in the practice of law in Washington, D.C. for almost 50 years.  Mr. Devall currently is Adjunct Professor for U.S. and International Aviation Law at the Washington College of Law, American University, in Washington, D.C.  He also acts as a consultant on a variety of aviation related matters for government agencies, non-profit organizations, and private companies.  He also is U.S. Advisor for the Department of Aviation and Aeronautics, Tokai University, Japan, and Executive Advisor to the ANA Strategic Research Institute, Japan.  Previously, Mr. Devall was associated with the Washington, D.C. aviation specialty law firm of Zuckert, Scoutt & Rasenberger, L.L.P. for 28 years, as an attorney and partner, and Managing Partner for 15 years.  Prior to joining the law firm, Mr. Devall was a legislative analyst with the U.S. Office of Management and Budget in the Executive Office of the President.

Mr. Devall has practiced in Federal and state courts, and is admitted to the bars of the District of Columbia, various Federal Circuit Courts of Appeal, and the U.S. Supreme Court.  He has represented clients before various state and local agencies, as well as agencies of the U.S. Government, including the Departments of State, Transportation, Commerce, Justice, Defense, and Homeland Security, and before various Committees of the U.S. Congress.  He also has participated in various arbitration matters pursuant to the rules of the American Arbitration Association and the International Court of Arbitration.

Mr. Devall holds a B.A. degree (1963) in government and economics from the University of Kansas, an M.A. degree (1964) in international law and diplomacy from the Fletcher School of Law and Diplomacy at Tufts University, Boston, Massachusetts, and a J.D. degree (1967) from the Boalt Hall School of Law, University of California at Berkeley.  He has also done advanced studies in American history at George Washington University, Washington, D.C.  Mr. Devall is a member of Phi Beta Kappa and Pi Sigma Alpha, and attended the Fletcher School of Law and Diplomacy as a Woodrow Wilson Fellow.
