Robert Solomon has been on the adjunct faculty of American University Washington College of Law since the spring 2014 semester, teaching an upper-level (research paper) class on Advanced Energy Law: Current Topics. And since the fall 2019 semester, Mr. Solomon also has been on the adjunct faculty of the George Washington University Law School, teaching a foundational (textbook) class on Energy Law and Regulation.
Professor Solomon is Solicitor of the Federal Energy Regulatory Commission. The Solicitor’s Office operates within the FERC Office of the General Counsel. It is responsible for defending the agency’s orders, policies and initiatives, primarily in the U.S. Courts of Appeals and the U.S. Supreme Court, through the filing of written pleadings and the presentation of oral argument. See https://www.ferc.gov/legal/court-cases.asp. Professor Solomon personally has presented oral argument before appellate panels, in defense of the Commission, over 70 times. The Solicitor’s Office also is responsible for preparing agency rehearing orders.
Professor Solomon is a member of the U.S. Senior Executive Service. Since becoming FERC Solicitor, he has received the FERC Exemplar of Public Service Award (twice), the Chairman’s Medal, and the Chairman’s Executive Leadership Award. He is a Master in the Edward Coke Appellate Inn of Court and an active member of the Energy Bar Association.
Before becoming FERC Solicitor, Professor Solomon was Associate and Deputy Solicitor, a Legal Advisor to FERC Commissioners Bailey and Hebert, a Deputy Assistant General Counsel, and a trial attorney in the Solicitor’s Office. Before coming to FERC, he was an associate attorney at Newman & Holtzinger, a Washington, D.C. law firm specializing in energy and regulatory matters.
