Bio
Jerry has broad experience as lead counsel in civil trial and appellate cases related to financial-institution regulation—enforcement actions brought by federal bank regulators and bank receivership actions—and cases brought under the Administrative Procedure Act, the Federal Tort Claims Act, and the Tucker Act. He has been involved in well over a hundred appeals in the Supreme Court and the federal circuit courts of appeals and has presented oral argument in over 30 appeals including presenting oral argument in all thirteen federal appellate courts. Jerry has been lead trial counsel for the United States, successfully defending cases brought by financial institutions for breach of contract and negligence seeking hundreds of millions of dollars in damages.
