Council of Europe Presentation on Data Protection and Human Rights
The Center for Human Rights and Humanitarian Law proudly recognizes the participation of Professor Eduardo Bertoni, Director of the Center, at the 50th Plenary Meeting of the Council of Europe’s Consultative Committee of Convention 108, held in Strasbourg from June 9–11, 2026.
Professor Bertoni participated in the Committee’s discussion of the Draft Guidelines on Data Protection in the Context of Neurosciences, together with Rapporteur Alessandra Pierucci and Professor Marcello Ienca.
This engagement builds directly on the Center’s recent work on neurotechnology, privacy, and human rights, including its participation in UN-related discussions on neurotechnology guidelines, its prior engagement with the Council of Europe’s Convention 108 process, the “Neurotech on Trial: Hacking for Healing and Guarding Privacy” symposium, and the Human Rights and Technology seminar.
As neurotechnologies increasingly raise questions concerning privacy, autonomy, equality, freedom of expression, and democratic governance, the Center continues to advance interdisciplinary and international conversations grounded in human dignity and international human rights law.
