Mason Clutter

Mason C. Clutter is a Senior Fellow with the Tech, Law, and Security Program and a Partner in the Data, Digital Assets &Technology (DDAT) Practice Group at Frost Brown Todd. With over fifteen years of experience as a lawyer and policy advocate in Washington, DC, she provides real world and actionable advice on privacy and data security matters and other issues at the intersection of privacy, security, and technology. 

Mason previously served as the Chief Privacy Officer to the U.S. Department of Homeland Security (DHS), where she advised the Secretary, Deputy Secretary, and head of agencies on privacy implications for national security initiatives. In this role, Mason developed and implemented policies and programs on the use of new and emerging technologies, including the use of artificial intelligence, commercial data, social media information, and privacy enhancing technologies. 

Prior to joining DHS, Mason held a variety of roles at the U.S. Privacy and Civil Liberties Oversight Board (PCLOB), an independent executive branch agency that oversees federal counterterrorism programs, serving as Acting Executive Director, Counselor to Board Member Ed Felten, and Attorney-Advisor. Prior to her government service, Mason served as National Security and Privacy Counsel to the National Association of Criminal Defense Lawyers and Rule of Law Counsel to the Constitution Project where her worked focused on countering government surveillance activities and the detention and trial of terrorism suspects.

Mason is a proud AU Washington College of Law Alumnus, receiving her LLM in Law and Government, with a specialization in constitutional law and civil rights in 2009. She holds JD from Barry University School of Law, and a BA in Legal Studies from the University of Central Florida.
