Master Instructors that successfully complete this Certified American University program are eligible to teach the Foresight, Innovation, and Leadership Program: Aligning and Building for South Africa and become Adjunct Professors at American University, Washington, D.C.

For any organization to be successful in today's VUCA (volatility, uncertainty, complexity, and ambiguity) world requires that its leaders: set the right direction and create meaningful work; engage all stakeholders and hold them accountable for performance; ensure that processes and systems facilitate focus and execution; and lead effectively-maintaining relationships of trust to achieve and sustain desired results. At the core, developing this capacity requires that leaders commit to doing their own development work as a foundation for driving collective effectiveness at all levels of the organization.

Towards this end, the ten-day Foresight, Innovation, and Leadership Program: Aligning and Building for South Africa synthesizes theory and experiential learning together with unparalleled program content to develop participants' insight, team building competencies, influencing capacity, and their ability to engage and empower others. Based on adult learning principles, this program promotes critical thinking, the ability to communicate effectively, and innovate and solve problems, applying negotiation and collaboration strategies when needed to achieve "win-win" outcomes. The Program is designed to instill both a mindset and the needed behavioral competencies to enable participants to better address the increasingly complex regional challenges they face.

Prof. Ruth Zaplin

Prof. Ruth Zaplin is an Executive-in-Residence in the School of Public Affairs, Department of Public Administration and Policy at AU. She teaches courses in public sector leadership, strategic human resource management, organization diagnosis and change, managing conflict, and leader as coach for performance. She developed and taught Leadership in a Changing Workplace, an online course designed for the Masters of Public Administration Program at AU. Dr. Zaplin is the Director of Executive Coaching for AU's Key Executive Leadership Programs and designs the curricula for Key's national and international certificate programs. In South Africa, under the auspices of Technology Innovation Agency and the Institute for Leadership Development, South Africa, Dr. Zaplin co-designed and taught the Foresight, Innovation & Leadership Program in Johannesburg, Cape Town, and Durban. She presented Leaders for a Complex World at the International Conference on Public Participation: A Learning Exchange on Making Public Participation Real, at the Durban University of Technology in February 2016. She is one of only 60 researchers in the country certified to score the Subject-Object qualitative research methodology developed at Harvard University. Dr. Zaplin has two nationally known textbooks in criminal justice and numerous book chapters and journal articles related to leadership development. Recent publications include "Administering and leading in the federal government: The need for an adaptive leadership approach for 21st century leaders" (with Bill Valdez), "What really engages us at work?" (with Don Zauderer) and "The problem with assumption and the power of inquiry" (with Patrick Malone). Dr. Zaplin holds a DPA, MPA, MA, and BA, and is a certified Professional Certified Coach (PCC) by the International Coach Federation.

Prof. Patrick Malone

Prof. Patrick Malone is the Director of Key Executive Leadership Programs and Executive-in-Residence in the School of Public Affairs, Department of Public Administration and Policy, at American University. He teaches courses in public sector leadership, executive problem solving, organizational analysis, ethics, and public administration and policy. He is a frequent guest lecturer on leadership and organizational dynamics in state and federal agencies, professional associations, and universities including the Fulbright Scholars Program and the Visiting Scholars program at Yale. Professor Malone regularly presents in international forums to government leaders from countries including the Republic of Vietnam, Panama, Brazil, Poland, and Belgium. His research interests and scholarship include work in public service motivation, adult learning theory, leadership, ethics, and organizational behavior. He is one of few researchers in the country certified to score the Subject-Object qualitative research methodology developed at Harvard University. Dr. Malone spent twenty-two years in the Department of Defense where he served in a number of senior leadership and policy roles including as a professor at the Uniformed Services University of the Health Sciences; Academic Director; and Dean of Academics for Navy Medicine. His most recent publications include "Here We Go Again, Federal Leadership in a VUCA World," "Thinking Up," "Selfies in the Workplace: Narcissists and the Public Manager," "Making Assumptions? Try the Power of Inquiry," and "Enhancing Your Leadership by Tapping into Staff Attitudes."

Dr. Millard Arnold

Dr. Millard Arnold is Senior Advisor to Bowman Gilfillan, South Africa's leading firm of attorneys. He is Executive Director of the South African Business Schools Association and Honorary Business Representative for the Government of Singapore in South Africa. Dr Arnold is a non-executive director of listed companies Petmin and Generator Plant Hire. He is formerly the executive chairman of Black & Veatch Africa, served as Executive Director of Murray & Roberts and was the first ever U.S. Minister-Counsellor for Commercial Affairs for South and Southern Africa. Mr. Arnold has also served as the U.S. Deputy Assistant Secretary of State for Human Rights and Humanitarian Affairs. Mr. Arnold was professor of law at Touro University and adjunct professor at Georgetown University Law School. Dr Arnold holds a Juris Doctorate degree from the University of Notre Dame. He was a journalist for the Washington Post newspaper and a Senior Fellow at Carnegie Endowment for International Peace. He is the author of "Steve Biko: Black Consciousness in South Africa" and "Steve Biko: No Fears Expressed." In addition to his accomplishments as a prize winning photographer, Mr. Arnold is a published poet, artist, and actor appearing in such films as "Ali" with Will Smith; "Borderline," "A Critical Assignment" and "Diamonds."

Barlow Manilal

Barlow Manilal is the CEO of The Technology Innovation Agency. He holds a BSc Hons. Degree in Industrial Technology & Management and several other management qualifications including having completed a Master's Program at the University of Pretoria. Mr Manilal is currently at proposal stage of a PhD Program focusing on Program Management.

Mr Manilal has gained excellent knowledge of project management, project engineering and manufacturing in the automotive environment at Toyota SA and Mercedes Benz SA. Whilst at Mercedes Benz, he was part of the W203 programme planning team based at their East London Plant. During his tenure at Toyota, he was involved in numerous project engineering and change control initiatives. Prior to joining TIA, he spent 14 years at the Automotive Industry Development Centre (AIDC), of which 7-years were as CEO and 3-years as the Chief Operations Officer. The AIDC is an implementation agency mandated to develop the automotive industry to in­crease its global competitiveness.

Under his leadership, the AIDC underwent significant transformation to becoming a formidable mechanism for project delivery. This included undertaking a significant merger process with its sister entity, the Supplier Park Development Company (SPDC). Today, the AIDC is a multi-award winning company, renowned for implementing numerous innovative concepts within the automotive sector.

Throughout his career Mr Manilal has served in several strategic roles. These include, among others:

  • National President of the Chartered Institute of Logistics & Transportation of South Africa (CILTSA) from 2006 to 2015;
  • Member of the Editorial Advisory Board of Transport World Africa;
  • Representative on the Federation of Supply Chain Management Associations of South Africa;
  • Member of the Automotive and Manufacturing Industry Advisory Council to the University of Johannesburg.

Mr Manilal and the AIDC have taken numerous awards, nationally and internationally, amongst them;

  • The National Business Award for the Top Performing Parastatal, on three occasions;
  • Elected as a nominee for the country's 'Lifetime Achievement Award' at the National Business Awards in July 2012;
  • Winner of the Black Business Quarterly (BBQ) 'Public Sector Visionary Award' in October 2013;
  • Winners of the Oliver Empowerment Awards in the Category of 'Most Transformed Public Sector Award 2014'
  • And finalist in the Oliver Empowerment Awards: 'Public Sector Leader Award 2014'.

Dr. William Cockayne

Dr. William Cockayne, is a principal at Lead|X, which delivers on- demand innovation coaching for business leaders. A seasoned technology executive, he has led diverse teams in research, product development, and manufacturing, shipping over 20 successful products at companies including Eastman Kodak, DaimlerBenz, and Apple Computer. As an entrepreneur, Dr. Cockayne led the award-winning Travel by Handstand, created the Nota "MOOC in a minute" product, and is infamous as the co-founder and CTO of Scout Electromedia, a consumer mobile company that pioneered mobile advertising, social media, and barcodes on mobile displays. At Stanford University, he teaches the ME410 course series, Foresight & Technological Innovation, a mainstay of executive programs on campus. He holds a doctorate in mechanical engineering and a masters of science in computer science. He is the inventor of multiple patents, and authored numerous publications including Mobile Agents and the Playbook for Strategic Foresight and Innovation.

Dr. Tamara Carleton

Dr. Tamara Carleton, is CEO and founder of Innovation Leadership Board LLC, a global leader in the design of tools and processes that enable radical innovation. Clients have included Deutsche Bank, Microsoft, Samsung, SAP, Tekes, and Volvo Construction Equipment. She oversees the Sugar Network, a global innovation network of academic institutions collaborating with companies to solve challenging, real-world problems. Carleton has served as an Innovation Fellow with the U.S. Chamber of Commerce Foundation, as a Fellow with the Foundation for Enterprise Development, and also as a Fellow for the Bay Area Science and Innovation Consortium. As a former management consultant at Deloitte Consulting LLP, Carleton specialized in emerging solutions in enterprise applications, customer experience, and marketing strategy. Drawing on her business experience, Carleton’s research agenda focuses on industry innovation, particularly issues related to technical visionary leadership, innovation culture, regional innovation, and foresight strategy. This work builds on her pioneering study of the innovation practices of the U.S. Defense Advanced Research Projects Agency (DARPA). A multidisciplinary scholar, Carleton holds a doctorate in mechanical engineering from Stanford University, a masters of science in public relations from Syracuse University, and a bachelor’s degree in communication from The George Washington University. She is published in a variety of technical journals, as well as the general business press. She is frequently invited to discuss her work and research in the United States and abroad.

Prof. Richard Levin

Prof. Richard Levin, holds a PhD in Political Theory and Institutions from the University of Liverpool, England; a BA Honours in Development Studies from the University of the Witwatersrand, South Africa; and is a graduate of the Senior Executive Programme of Harvard/University of the Witwatersrand. He is an accomplished scholar and is currently a visiting professor at the Nelson Mandela Metropolitan University, South Africa and a visiting professor at the University of the Witwatersrand, South Africa. He has previously held various academic and teaching positions at the Universities of the Witwatersrand, Swaziland and Liverpool. Prof Levin has occupied numerous leading roles in the South African Government since 1997. He has served as the Director-General of the Department of Public Service and Administration (2004-10) and led efforts to establish the Economic Development Department (2010-2012). He was the Director-General of the Office of the Public Service Commission from 2012-2015. He joined the National School of Government (NSG) in June 2015 as the Principal. He is responsible for steering the NSG as a centre of excellence from which public sector training is coordinated, curriculum and training standards directed and as a hub for learning, research and development. Professor Levin is the current Chairperson of the South African Monitoring and Evaluation Association (SAMEA).

Dr. Miriam Altman

Dr. Miriam Altman was most recently Head of Strategy and Regulatory Affairs for the Telkom Group, appointed to its Exco in June 2013. Telkom is South Africa’s fixed line telecommunications operator. It is listed on the Johannesburg Stock Exchange, but still has approximately one-third Government share ownership.

Dr. Altman is a Commissioner on the National Planning Commission in the Office of the South African Presidency. She served a first term from 2010 to 2015, and was reappointed for a second term in September 2015. This body was established to guide long term planning for South Africa.

She was Executive Director at the Human Sciences Research Council in South Africa from 2002 to 2013. She is recognized as a leading economist, strategist and thought leader. The “Employment Scenarios” programme was her flagship at the HSRC. This drew leaders from government, the private sector, labour and academia together over a period of years to define a vision and practical strategies to address extremely high unemployment in South Africa. The HSRC Employment Scenarios were heavily relied on in the conceptualisation of South Africa’s first National Development Plan.

Dr. Altman has led major public policy and development programmes in urban renewal, and industrial development. She was Head of Economic Development in a multi-billion Rand township renewal programme (Alexandra) and Project Leader of the 1998 Employment Strategy and Presidential Jobs Summit. She regularly advises international, national, provincial, and municipal leaders on policy that advances efforts to stimulate the economy, promote employment and reduce poverty.

She has a BA in economics from McGill University, an MPhil from the University of Cambridge and a PhD in economics from the University of Manchester. Dr Altman has produced more than 100 publications. She was commissioning editor of approximately 400 policy papers and publications in her division at the HSRC, and was guest editor of four special edition journals. She will soon launch her website posting this work, in partnership with South Africa’s National Treasury.

Botshabelo Maja

Botshabelo Maja is the Deputy Director-General for the National School of Government, a position he has held for the past 7 years. He has been in the education and training and development field over the last 22 years in various capacities. A writer and skills development expert, Botshabelo is the co-editor and contributor of the book Within the Realm of Possibility, a well-researched account that deals with one of the burning issues that has confronted the South African system of higher education: the role and future of Historically Black Universities (HBUs) in the sector. Prior to the National School of Government, Botshabelo held senior positions such as the senior executive manager for Labour Market Policy in the Department of Labour as well as Chief Research Specialist at the Human Sciences Research Council (HSRC). Botshabelo holds a Master’s in Education from the University of the Witwatersrand and he is a PhD scholar with the same institution.

Robert M. Tobias

Robert M. Tobias has been teaching at American University where he is a Distinguished Adjunct Practitioner in Residence since 1999. In 2002, Mr. Tobias founded the Key Executive Leadership Program, which has grown to over 700 students/year. In addition, Mr. Tobias was nominated by President Clinton and confirmed by the United States Senate in 2000 to a position on the Internal Revenue Service (IRS) Oversight Board, which has responsibility for preparing the IRS budget for submission to the Congress. Mr. Tobias was elected to be a Fellow at the National Academy of Public Administration in 2003. Prior to his work at American University, Mr. Tobias served for 31 years with the National Treasury Employees Union (NTEU), first as its General Council and, from 1983-1999, as its President. Mr. Tobias was very active in lobbying, negotiating, conflict resolution, and significant transformation efforts with executive branch government agencies and internally in NTEU.

Sipho Manana

Sipho Manana is the Chief Director at the National School of Government (NSG) for Training Management & Delivery responsible for strategic partnerships and networking with the secondary training providers of the NSG. He has been involved in education, training and development in government for a period of 27 years as a skills development facilitator for senior management in public administration and the security environments of government. Sipho started as an educator and moved on to work in the teacher development sector and led a number of private sector-funded whole school development interventions. He holds a Bachelor of Science in Mathematics (Fort Hare University), BA Hons in Human Resource Development (University of Johannesburg), and an MBA in International Business Management (University of KwaZulu Natal). He is currently registered as a PhD candidate in Management and Development at the North West University-Potchefstroom Campus.
